Accessed by the global media for the first time, the dataset contains details of the branch and membership structure of the Chinese Communist Party. In China, the Communist Party is branched and most large corporations have party committees.

The database received from the source, which wishes to remain anonymous, records at least 79,000 CPC branches. Over 1.95 million people are listed as CPC members, which is roughly 2.1 percent of the estimated 92 million CPC membership. The data shows that these CPC members are employed by multinationals in the banking, defense, pharmaceuticals and finance sectors. Companies include ANZ, HSBC, Pfizer, AstraZeneca, Volkswagen and Boeing.

The dataset shows that at least seven CPC branches have an India affiliation, and cumulatively, those seven branches have 91 party members. Internet 2.0, a Canberra-based cyber security company that previously verified the Zhenhua data source, also evaluated this data.

Last month, The Indian Express searched the database to identify about seven CCP branch committees with Indian affiliations.

The Chinese Embassy in India did not respond to specific questions to understand the affiliation of these branch committees to India and also the services of the FASD in providing human resources to foreign consulates. A statement said: “The more than 90 million members of the Chinese Communist Party (CPC) are all ordinary people who serve people with heart and soul. Is there really anything to be afraid of? It is ridiculous and wanton to treat more than 90 million CPC members as “espionage”. “

A detailed questionnaire sent on Monday to the Indian consulate general in Shanghai and the spokesman for the Ministry of Foreign Affairs in Delhi has not yet elicited a response.

The seven branches with an Indian affiliation are: Shanghai Electric Power Plant Engineering Corporation, India Project Branch Committee with 31 members, Joint Branch of India Research Institute (17 members), Management Branch of India Research Institute (13 members), City India Tenth Factory Branch (11 members), CPC Shanghai Urban Construction International Engineering Co., Branch Committee of the Regional Center India (10 members), Committee of CCP Shanghai Chilling India Branch (7 members) and New Delhi Sales Department Party Branch (3 members).

When contacted, Jabin Jacob, a China scholar and associate professor in the Department of International Relations and Governance at Shiv Nadar University, said, “In China, every institution will have a party committee. This is how the party state works. “

He said it may not be correct to say that all CPC members are involved in espionage. “But it is true that as party members you have additional responsibilities. They are the eyes and ears of the party on the ground. It is not easy to become a party member – even essays written in school and college, your ancestry, etc. count.
